European Council President Costa said they welcomed the US efforts to bring peace to Ukraine, noting that the first draft of the 28-point peace plan contains crucial elements vital for achieving a just and lasting peace.

Costa expressed their readiness to participate in the process to ensure the sustainability of future peace, adding: "We are also clear that borders cannot be changed by force."

Costa also pointed out that the proposed restrictions on Ukraine's armed forces are concerning, as this could leave Ukraine vulnerable to potential future attacks.

Costa stated that the implementation of issues related to the EU and NATO must be approved by the respective EU and NATO members, adding:

"On this occasion, we want to once again emphasize the strength of our continued support for Ukraine. In the coming days, we will continue close coordination with Ukraine and the US. Work continues. On Monday, as part of the EU-Africa Summit in Luanda, I invited all 27 EU leaders to a special meeting on Ukraine."
