Sybiha stated that the attacks targeted cities such as Kyiv, Lviv, Lutsk, Ternopil, Chernihiv, and Kremenchuk, hitting multi-story buildings and damaging energy infrastructure. He reported that civilians were killed and injured in the attacks.

Emphasizing a fundamental difference between Ukraine and Russia, Sybiha said, "Ukraine strikes military targets — legitimate targets such as Russian aircraft equipped to bomb our children. Russia, however, directly targets civilians, residential areas, and infrastructure."

He concluded his statement by saying, "If Russia’s only argument is terror, our response must be determination and solidarity."
