The agreement was first raised in February, before a controversial meeting between Trump and Ukrainian President Volodymyr Zelenskyy in the Oval Office.

Treasury Secretary Scott Bessent said the deal is expected to be signed around April 26.

“This is essentially what we had agreed upon earlier when the President was here. We had a memorandum of understanding. We moved directly to a major deal and an 80-page agreement, and that’s what we’re going to sign,” said Bessent.

In the February Oval Office meeting, Trump accused Zelenskyy of being “not at all grateful” for U.S. support in Ukraine’s war efforts against Russia. The tense exchange delayed a potential deal under which Ukraine would provide valuable minerals to the U.S. in return for more military aid.

On Thursday, Trump reiterated his criticism of Zelenskyy, saying that while he doesn’t hold the Ukrainian leader “responsible” for the war with Russia, he’s “not very happy” with its start.
