The Stoxx Europe 600 Index was flat at 651.85 points, Germany's DAX at 26,367.24 points and France's CAC at 8,319.87 points.
In the United Kingdom, the FTSE 100 Index fell 0.79 percent to 10,792.54 points. Italy's FTSE MIB Index also declined 1.17 percent to 52,265.12 points.
