According to a statement by Qatar's Ministry of Foreign Affairs, the appeal was made in a speech delivered before the IAEA Board of Governors by Jassim Yaqoub Al Hammadi, Qatar's Ambassador to Austria and Permanent Representative to the United Nations Office and international organizations in Vienna.

Al Hammadi thanked Saudi Arabia, Jordan, Egypt and Morocco for their initiatives in preparing the draft resolution and for their contributions to consultations with board members.

Al Hammadi said the IAEA Director General's report confirmed that Syria had taken several steps to address the current situation and facilitate the resolution of outstanding issues related to past nuclear activities under the former regime. He added that the Director General described the progress made in resolving these issues as a "historic breakthrough".

Al Hammadi said the progress was achieved thanks to the Syrian government's opening of a new chapter in its relations with the IAEA and its transparent cooperation with the agency.

Al Hammadi said adopting the draft resolution on the basis of the Director General's report and the Syrian government's commitment to continued cooperation would pave the way for Syria to benefit more broadly from the peaceful applications of nuclear energy. He added that this would support development and reconstruction efforts, strengthen stability and improve the living standards of the Syrian people.
