Russia’s Permanent Mission to the United Nations announced that it has prepared a new UN Security Council draft resolution on Gaza. It stated that the text aims to “revise” the proposal submitted by the United States and bring it into full conformity with the Council’s previous resolutions.

The draft, dated 13 November 2025, sets out in detail the diplomatic initiatives regarding the Israeli–Palestinian conflict. It draws attention to the contacts conducted by Egypt, the State of Qatar, the Republic of Türkiye and the United States of America, and underscores the importance of the summit held in Sharm El-Sheikh on 13 October and the “Comprehensive Plan to End the Gaza Conflict” adopted on 29 September.

The text welcomes the initiatives that led to a ceasefire in the Gaza Strip and calls on the parties to engage in negotiations on practical steps to bring the hostilities to a complete end. It also requests the UN Secretary-General to consider options to strengthen implementation of the plan and, if necessary, to submit a report on the possible deployment of an international stabilization force.

The draft stresses that providing rapid, safe and unhindered humanitarian access to Gaza is essential, and firmly rejects any demographic or territorial changes. The document reaffirms once again the international community’s commitment to the vision of a two-state solution.
