Sybiha said in a post on his social media account that the attack on the shopping mall was a deliberate choice of target.

Arguing that Russia is clearly prepared to continue attacks on civilians, Sybiha said the international community should not limit itself to merely condemning the attacks.

Sybiha said Ukraine's capacity to protect its airspace should be increased, Russia's ability to produce weapons should be restricted, and pressure should be intensified on the resources used to finance the war.

Sybiha said every new attack should be met in a way that strengthens Ukraine while reducing Russia's capacity to carry out the next attack, adding that this is necessary to end the cycle of attacks.
