Agreement signed between the Government of Congo and the M23 movement
Doha, 15 November (Hibya) – A Doha Peace Framework Agreement was signed between the Government of the Democratic Republic of Congo and the Congo River Alliance (M23 Movement).
According to a statement by the Qatari Ministry of Foreign Affairs, the State of Qatar announced the signing of the “Doha Peace Framework Agreement” between the Government of the Democratic Republic of Congo and the Congo River Alliance (M23 Movement).
This development marks a new and significant milestone in the ongoing peace process, built on the “Doha Principles Declaration” signed on 19 July and facilitated by Qatar.
The framework reaffirms the parties’ shared commitment to addressing the root causes of the conflict through constructive dialogue, confidence-building measures, and gradual de-escalation within a stabilization-oriented approach.
The statement emphasized that the Doha Framework serves as a core reference document for the broader peace process:
“Once these protocols and annexes are adopted, they will form an integral and coherent part of the Doha Peace Framework Agreement, ensuring that the process advances within a clear and phased implementation structure. The State of Qatar welcomes the constructive engagement of both parties and appreciates the cooperation of regional and international partners supporting this process.”
