Budrys: No fortress is built on declarations alone
Vilnius, February 13 (Hibya) - Lithuanian Foreign Minister Kęstutis Budrys, in his message titled “Letter to Europe,” emphasized that Europe must become a geopolitical and geoeconomic power, highlighting security, defense and strategic autonomy.
In his message, Budrys stated that Europe must become a stronger and more determined actor in the face of shifting global balances.
He noted that global power structures are being reshaped, alliances are being questioned and imperial thinking is re-emerging, stressing that Europe’s economic prosperity and democratic values alone are not sufficient. “Admiration without power invites abuse. Wealth without power invites exploitation. Values without strength are ignored.”
Budrys argued that Europe must no longer be a reactive force but a shaping one, calling for the continent to become “a geopolitical power, a geoeconomic power and a fortress of security.”
Although Europe is an economic giant, Budrys said it has often remained a strategic bystander and that this must end. He emphasized the need for Europe to clearly define its interests, from Ukraine to the Middle East and North Africa. “A geopolitical Europe knows exactly where its interests lie. It does not outsource its security thinking. It does not whisper while others shout.”
Budrys stated that Europe’s enlargement policy is also a projection of power, adding: “It is a thousand times better for Ukraine to be part of Europe rather than part of Russia.”
He underlined that the transatlantic partnership must be based on equality rather than dependency, and that influence requires military, financial and strategic weight.
Recalling that the European Union is the world’s third-largest economy and a single market of 450 million people, Budrys said its regulatory power can be expanded in the fields of artificial intelligence, digital governance and green technologies.
Addressing security, Budrys said Europe must protect its borders, infrastructure and digital space, and be able to produce what it needs in times of crisis: “Security requires money. Sovereignty requires money. Freedom requires money.”
He added that nuclear deterrence remains part of the strategic equation and that this does not mean weakening NATO, but rather strengthening the European pillar.
Budrys concluded: “No fortress is built on declarations alone. It is built with strategy, action and determination.”
