Ukrainian Foreign Minister Andrii Sybiha provided information on diplomatic steps concerning Russia’s satellite systems, saying that an official note had been submitted through Ukraine’s Permanent Mission to the UN in Geneva, emphasizing that the system in question was being used for military purposes and calling on the international community to act.

Explaining the process regarding the official application to the ITU, Sybiha said, “Today, we formally appealed to the International Telecommunication Union, requesting that all beams of the Russian military satellite system ‘Rassvet’ across all frequency bands be removed from the declared service areas covering Ukraine’s national territory.”

Referring to the channels through which the note was transmitted, Sybiha said, “The relevant note was submitted to the ITU Radiocommunication Bureau through our Permanent Mission to the UN Office in Geneva and other international organizations.”

Highlighting the purpose for which the satellites are being used, Sybiha said, “Russia’s purpose in using such satellites over Ukrainian territory is extremely clear and has nothing to do with civilian purposes. On the contrary, Moscow wants to use them to support its war effort, the killing of people and crimes of genocide.”

Sybiha concluded his statement by saying, “We call on all our partners to support our position and take every possible step to prevent ‘Rassvet’ from operating not only over Ukraine’s sovereign territory, but also over the sovereign territories of other countries.”
