Addressing the historical process of global semiconductor production and the economic policies of previous administrations, President Donald Trump emphasized that returning production to the U.S. is a strategic necessity.

Expressing his determination to bring production back to the U.S., Trump stated, "The technology the world relies on was invented in America. We all remember 'Intel Inside.' Foolish presidents underestimated our economy and allowed Taiwan and others to steal our semiconductor factories. They forgot to protect our industries with tariffs. When I won my second (actually third!) term, it was clear that America’s semiconductor industry needed to return to the U.S. We design everything, but now we need to produce it here!"

Trump described partnerships with Intel and the involvement of tech giants: "That is why I decided to help Intel because we need to design and produce our chips in America. First, we helped bring in Nvidia, which agreed to produce its top-tier chips with Intel. Then, Elon agreed to establish the world’s largest chip factory, TerraFab, designed with Intel’s technology team. And finally, Apple agreed to work with Intel to design and manufacture its chips in America."

Highlighting the financial scale of Intel shares and their contribution to the national economy, Trump concluded, "We decided to help Intel in exchange for 10% of their shares. Is that too much or too little? When we made the offer, their value was about $100 billion. Now their value has exceeded $600 billion! In nine months, their value increased by more than half a trillion dollars. America’s share now exceeds $60 billion. When was the last time a president made money for America?"
