On Monday evening, a well-informed source told Sky News Arabia that Egyptian and Qatari mediators, with Turkey’s participation, had prepared a new initiative aimed at presenting Hamas leadership with a viable proposal. The initiative seeks to provide an alternative to Israeli Prime Minister Benjamin Netanyahu’s intention to occupy Gaza.

According to the source, the head of Hamas’s Political Bureau in Gaza, Khalil al-Hayya, is expected to arrive in Cairo on Monday night to meet with Egyptian officials as part of intensified regional efforts to revive the path toward ending the genocide.

If Hamas approves the proposal, it will be delivered to the U.S. mediator before being officially presented to the Israeli side.

The initiative outlines the main points of a comprehensive prisoner exchange deal, including the release of all living Israeli hostages and the return of the bodies of fallen Israeli soldiers, in exchange for the release of an unspecified number of Palestinian prisoners.

Additionally, Hamas would conditionally accept a revised Israeli military deployment map, under the supervision of Arab and American parties, until a more comprehensive solution regarding Hamas’s governance and military capabilities is reached.

Under the proposed framework, a transitional period would begin during which Hamas’s armed wing would suspend its activities and prohibit the use of weapons. This stage would be guaranteed by the mediators and Turkey, and negotiations would move toward a permanent ceasefire agreement.

Talks are currently stalled, and mediators warn that failing to restart dialogue could lead to a dangerous deterioration of Gaza’s already fragile situation.

Last Friday, Israel’s “security cabinet” approved plans for a large-scale military assault to take control of Gaza, a move that has prompted widespread international condemnation.

For decades, Israel has persistently refused to establish a sovereign Palestinian state and to end its occupation of Palestinian territories, including East Jerusalem.
