Kallas stated that a clear and systematic pattern of disruptions and sabotage has been observed in the Baltic Sea since Russia began the war.

Noting that Europe’s critical infrastructure continues to face a high level of threat from the risk of sabotage, Kallas said: “I thank Finland for its swift and decisive action yesterday to detain the vessel and crew suspected of damaging subsea cables.”

Kallas added that Europe remains on alert while the investigation is ongoing, saying:

“We are acting in close contact and coordination with the authorities of Finland and Estonia. The European Union will continue, with determination, to strengthen the protection of its critical infrastructure, including investing in new cables, enhancing surveillance and monitoring capacities, increasing repair capabilities, and taking the necessary steps against Moscow’s so-called ‘shadow fleet’, which also serves as a platform for hybrid attacks.”
