Brazilian President Luiz Inacio Lula da Silva said that public security in the country is constitutionally the responsibility of the states, but that the states have difficulty carrying out this duty on their own and therefore request support from the federal government.

Sharing details of the proposal submitted to Congress, Lula da Silva said, “Here in Brazil, under the Constitution, public security is the responsibility of the states. However, the states are unable to carry out this task alone and need reinforcement from the Federal Government.”

Referring to the new structure to be established, Lula da Silva said, “That is why I submitted the Public Security Constitutional Amendment Proposal (PEC) to Congress. With the approval of this amendment, we will establish the Ministry of Public Security and the Unified Public Security System (SUSP), which will integrate the activities of federal, state and municipal police forces.”
